Hot air rises because when you heat air (or any other gas for that matter), it expands. When the air expands, it becomes less dense than the air around it. The less dense hot air then floats in the more dense cold air much like wood floats on water because wood is less dense than water.
The density of gases goes down with the inverse of the "absolute temperature". This is because molecules in hot gas move faster, collide move violently, and push each other further apart.
Room temperature is about 300K in absolute temperature so if a fire releases CO2 at 900K or about 600C it has only a third of the density at room temperature. Even though it is "heavier than air" at the same temperature, as fire exhaust it will rise.
