You want to say that - We can change water's state but not others'? If yes then the answer to ur question is-

•The Triple point of water is 0.01 degrees Celsius (273.16 K) and 611.56 Pa.

•At this temperature, water is actively changing phases from solid to liquid to gas and vice versa. Liquid molecules and lose a little bit of energy and solidify whereas ice and gain a little bit of energy and melt. You can observe this when ice is melting, where both ice and water exist at the same time.

•Liquid molecules don't have the same energy either. They can go from a minimum (where ice starts to form) up to infinite maximum (which is a very small fraction of the molecules). The average energy is the temperature of the liquid. At a certain energy level, water molecules have enough energy to evaporate (yes, even at 0 degrees Celsius) thus creating water vapor.......
