The poetic device in the given lines from the poem 'Rime of the Ancient Mariner' by Samuel Taylor Coleridge is simile. 

Simile: Simile is a word or phrase that compares something to something else, using words ‘like’, or ‘as’, for example ‘Her gown was as white as snow.’  

In the given lines the poet has compared the water of the sea to the potion boiling in witches' cauldron.
