Percentage increase in wavelength of light is related to velocity of galaxy as -

∆λ/λ = v / c

0.1 = v / 3×10^8

v = 3×10^7 m/s

Therefore, velocity of galaxy w.r.t. earth is 3×10^7 m/s.
