The weight Mg of a body as a shown generally as acting at the centre of mass off the body.Does this mean that the earth does not attract other particles?

It doesn't mean that bro...
The definition of centre of mass is a point in a object where the whole mass of the body is assumed to be concentrated....
So if all the mass is concentrated at centre of mass then it will be easy for us to show the Mg force acting on whole body...
