The Weimar constitution have the following inherent defects: -
(1). The proportional representation which made achieving a majority by any one party a impossible task,leading to a rule by coalitions.
(2). The article 48, which gave the President the powers to impose emergency, suspend civil rights and rule by decree.

The Weimar Constitution had mainly three inherent problems like the following.

(i) It was created on the principle of proportional representation that made getting a majority through one party virtually quite impossible. It was just coalition governments that ruled.

(ii) The presence of Article 48 of the constitution was also a hindrance. It gave the President all the powers needed for imposing emergency and rule by decree and thereby suspend civil rights.

(iii) Because of 20 different types of coalition governments, citizens lost their confidence in Democratic Parliamentary system, because it offered absolutely no solution to the issues in hand.
