E = s/rt will be the the angular velocity e of the wheel that is rotating on the surface whereas s is the resistance traveled, D is the time taken while R is the radius of the wheel. Since the wheel is rotating, not sliding on a surface and the nature of friction acting on it would be rolling friction. The nature of this friction would always be less in amount, then the fraction that would have been offered when the wheel slides or the friction due to kinetic energy.
