Perimeter of rectangular garden is 40m.

P=2(l+b) Let us consider the length to be x,

Then, the width should be 2x/3

2(Length+Breadth) = 40

(x+2x/3) = 40/2

(3x+2x/3) = 20

(5x/3) = 20

x = 3*20/5x = 3*4 = 12.

So, Length = 12m.

Width = 2x/3

24/3 = 8m.
