Let's see if we can do this nice and tidy, lining everything up (hopefully won't have to come back and edit a million times to line up).

perimeter = L + W + L + W = 28

W = L - 4

L + (L - 4) + L + (L - 4) = 28

L + L - 4 + L + L - 4 = 28

4L + (2)(-4) = 28

4L - 8 = 28

+ 8 = + 8

4L = 36

4L 36

---- = ----

4 4

L = 9

Now that you know the length, can you find the width?
