When we change into passive voice sentence will become "the clouds were being blown away by the winds".  In both form of sentence meaning is same only structures of words are changed. In active sentence subject is ‘’wind’’ object is ‘’clouds’’ and verb is ‘’blowing’’. When we change into passive object ‘’clouds’’ will become subject and subject ‘’wind’’ will become object. Here ‘’being’’ will be used because sentence is in past continuous
