(2x2+x-6x-3)/(2x2+8x+x+4)=3:10

⇒ (x - 3)/(x + 4) = 3/10

⇒ 10(x - 3) = 3(x + 4)

⇒ 10x - 30 = 3x + 12

⇒ 10x - 3x = 12 + 30

⇒ 7x = 42

⇒ x = 42/7

x = 6

Hence the required value of x is 6.
