The main theme of the poem is the partition between India and Pakistan. Many people were turned into refugees due to this partition. The refugee's lost their relatives, their lives, their shelters, their mother earth, etc., because of the arrogance of certain selfish people for the power and the chair.  

The refugee's came back to "India" by leaving all their belongings and settled in Bombay. The calm and breezy sea of Bombay welcomed all her "brothers and sisters" and provided shelter for them in their camps.

The calmness of the sea teaches us not to go behind angry, power, and arrogance, just go behind love and affection.
