Converse says, ''Two equal line segments drawn from an external point to a circle are tangents to the circle...''

Both the theorem and its Converse have the same meaning but are written in different form which is confusing you.

Well, the fact is theorem is a true sentence given to you and also the Converse is given you as a theorem which will obviously be true.

Now, the theorem says that all the tangents which are drawn from a common external point is same.

Whereas, the Converse says that if the line segments drawn from an external point of a circle are equal then they are tangents.

Proof of the theorem is in the photo.

Proof of the converse can be proved but it's difficult and not at our level.
