I am assuming laughing gas is N2O.

M.wt=14+14+16=44

We know,

rate is inversely proportional to square root of mwt. (Graham's Law of Diffusion)

Thus,

r(laughing)/r(tear)=(x/44)^0.5

It is given that,

r(laughing)=k*10

r(tear)=k*3

(acc. to what is given in the passage)

Use this and calculate x.
