For remaining 12 kilos on one side, move about half to other side and perform fine adjustments until balance is achieved again. Each side will now have 6 kilos and thus remove other side with a 6-kilo group . Now again divide it in 3-3. Thus, we can now measure 9kg.
But we need 3 pans hence it is not possible. 11kg is also not possible to measure
