${\tt \longrightarrow \cancel\dfrac{16000}{25000} \times 100 = \dfrac{16}{25} \times 100}$

${\tt \longrightarrow \dfrac{16 \times 100}{25} = \dfrac{1600}{25}}$

${\tt \longrightarrow \cancel\dfrac{1600}{25} = \boxed{\tt 64 \bf\%}}$

Number of radios not out of order :-

${\tt \longrightarrow 25000 - 16000}$

${\tt \longrightarrow \boxed{\tt 9000 \: \: radios}}$

Percent of radios not out of order :-
