Answer

let the women be x

so the men are 3x/5

therefore total people in hall = x+3x/5 = 8x/5

now men who not wear formal dress = 1/3*3x/5 =3x/15

now women who not wear formal dress = 4/5*x =4x/5

total people not wearing formal dress = 3x/15+4x/5 =15x/15 = 1x = 5x/5

therefore ratio of the people in the hall who do not wear formal dress to the total number of people in the hall = 5x/5:8x/5 = 5:8

5 : 8 is the ratio of the people in the hall who do not wear formal dress to the total number of people in the hall

Step-by-step explanation:

Let say there  are    5W  Women in hall

There are 3/5 as many men as women in the hall

=> Men in Hall = (3/5)5W  = 3W

Total People in Hall = 5W + 3W = 8W

2/3 of the men and 1/5 of the women wear formal dress

(2/3) of Men  = (2/3)3W  = 2W

(1/5) of Women = (1/5)5W = W

People wearing formal dress = 2W + W  = 3W

People not wearing formal Dress = 8W - 3W = 5W

ratio of the people in the hall who do not wear formal dress to the total number of people in the hall = 5W : 8W

= 5 : 8
