Probability (Red Ball) =

 \frac{3}{10}

So , the probability ( not picking a red ball)

= 1 - probability (picking red ball)

1 -  \frac{3}{10}  \\  \\  \frac{10 - 3}{10}  \\  \\  \frac{7}{10}
