484 is the square root of the number 22
as
22²=22×22=484
therefore
22 rows with 22 students(in a particular column) in each row is the possible way to stand in the manner given in question
and if 484 have to be in such a manner of standing
then how many is left?
that is
500-484
=16
therefore
22 rows with 22 students in each can obtain such a manner that equal rows=equal number of students in it
but 16 students will be remaining/the columns
