Yes there are numbers which cannot be written in this form

For examples

4/0 isn't a rational number because q=0

And 4/0 is undefined as 0*anything will give 0

So 4/0 can have unlimited values with remainder as 4 always

Now p and q are Integers ( necessary for rational number)

If p ane q aren't integer like irrational number

Ex- root 2

Whose value isn't terminating isn't a rational number

Root 2/1 i also not rational as p not equal to integer
