These types of incentives could be used because positive incentives would simply increase demand further. However, negative incentives would create a positive result for the owner, as he could make more money to use to expand his gym. This would allow him to better meet customer demand.

The biggest problem with the gym is it demands an excess of money than the profits.

Only positive people incentives will only be increasing the demand of the gym.  

If problems are not solved then the conditions become worse.

If the owner gets negative incentives, he will get money which can be used for the expiration of the gym and he can meet user demand quickly.
