The two broad opinions were based on two non mutual policies -
1) The french introduced a new policy of failing students in the school living examinations. This was done in fear of the vietnamese qualifying for the white collar jobs and making the elites and the french losing their jobs.
2) The french said that vietnamese be taught in lower classes whereas french in higher classes. They wanted for the vietnamese to adopt the french culture.
