We can assume that the total percentage of votes were 100%.

Also we can say that 100% votes = %of votes of winning candidate + %of votes of loosing candidate + 10000(who didn't caste their vote).

Now, as we know loosing candidate got just 18%, but since the valid votes were 75%. So, he has actually got 18% of 75%.

For the winning candidate it is said in the question that he has got 2250 more votes. So it means he has got those 18% in addition to these 2250 votes out of the 75% valid votes i.e. (18% + 2250)/75%

Now,

18%/75% + (18% + 2250)/75% + 10000 = 100%.

48% + 13000 = 100%

52% = 13000

100% = 25000(Ans)

18%/75%+(18%+2250)/75%+10000=100%

48%+13000=100%

52%=13000

100%=25000

I hope my answer helped you!
