We know that heat in a system flows from high temperature to lower temperature.

The cup with stainless steel will cool faster. The reason is that metal is a good conductor of heat, the spoon will absorb heat by conduction and some of the heat will also dissipate in the surrounding by convection.

There are two ways by which heat will be lost into the surrounding and within the system. While the other cup has no spoon and thus the heat loss will be only by convection.

Therefore we can say the first system has two ways to lose heat and it will cool faster than the second system.
