i ) First route involves independent states coming together on their own to form a bigger unit. this is known as coming together federation. ex - USA, Australia, Switzerland.  

ii) The second route is where a large country decides to divide its power between the constituent states and the national government. this is holding together federation. ex - India, Belgium .

Federation is constituted by two major forms particularly Coming together and Holding together federation.

When numerous states come together to form a government, so that by pooling autonomy they can enhance their assurance, in this federation where every state has equivalent authority. this is called Coming together Federation

Example the USA

The management at the center determines to distribute their authority among several states. however, in such type, the central government is most powerful and there is the asymmetrical distribution of authority between center and state. This is called Holding together federation.
