THere comes a point where sometimes the extent of bad done to a person, thing or environment is incomparable to the amount of goodness it will result into. Or a situation occurs when choosing good can result in something bad and choosing bad turns out to be good, at this point a judgment is required and a hard decision is made which discriminate good and bad

I believe the true meaning is that the heart (emotion and subconscious ) feels things that the eyes (mind or logic or conscious) cannot understand. Sometimes you feel something is right or wrong deep down but cannot express or find a reason for it.
Your subconscious can often have better insight than your conscious.
