By FBD of the block

F = ma

60 = 40a

a = 60/40

Therefore the acceleration of block is 3/2 m/s²

By v = u + at

30 = 0 + 3/2 × t

t = 30 × 2 / 3 = 20

The block will aquire velocity of 30 m/s in 20 seconds.

Hope it helps.

Cheers!
