Yes there is a confusion in laws even today.For example a person is not awar of how to register something.In office a register asked him money(corption) he was not awar of that so he will give but it is not a law.If he gone to other register(sinsier) he dont ask any money but that person tends to give money as he paied before.in this way in many sectars there is confusion among laws.
