the force responsible for the man to come down is gravitational force which acts downwards. This force keeps everything to the surface of earth. With the parachute, the resistance offered by the air on it will be more and it will provide an upward force which will act against and opposite to the gravitational force. These two opposite forces ( gravitational and the air resistance offered on parachute ) will reduce the impact and this will make a safer landing for the man.
If the parachute is absent, there wont be two forces. The only one present will be the gravitational force and it will act wholly on the body pulling it more faster and closer. This will increase the impact on the body.
