the provision of checks and balances is the horizontal system or horizontal division of power .

1 different organs of the government are placed at same level to exercise different powers.

2 such a separation ensures that no one of organs can exercise unlimited powers . each organ checks d other . this results in balance of power among various institutions .

eg : even though ministers and officials exercise powers , they r responsible to parliament or state assemblies .
