the government and management are the most responsible for this .they did not had any proper strategy or plan to control the pandemic and they lacked in infrastructure .secondly,the people are collectively responsible for this as they also acted carelessly and did not follow government giudelines.in india,illeteracy,poverty and lack of info are also major reasons for spread of the pandemic
