Apparently, the answer is Sulfur, that is because when you weigh it underwater, the weight would be 11 kg, while measured when dry, it is 2 kg. It is heavier when burnt because it gets combined with oxygen. The atomic number for Sulfur is 16, and if it combines with oxygen (Z=8) then it will (apparently) weigh 11/2 times more, so it comes around 3 kg.
