If I begin with the word 'whenever', I can reframe the sentence in many ways. But the task is not to reframe the sentence but to start with whenever.

So the first way is ‘Whenever there is hard work, there is an achievement’.

The other way is ‘Whenever there is an achievement, there is hard work’.

Both these sentences are correct but the second sentence can be the best transformation because it is very true when compared to the first way.

You cannot always expect for the victory even if you work hard.
