It is because sodium chloride is soluble in water and forms a salt solution that has no resultant acidic or basic property and hence does not change the colour of the litmus papers.
However, on passing direct current through the solution, it gets electrolyzed into ions and the resulting solution that we get is a strong alkali which is sodium hydroxide. Hence, red litmus turns blue on reacting with the alkali.
