When there's no change in the motion of the object, then that means that the object is travelling in constant velocity or it is at rest.

Using f = ma, we can say that a = 0 and hence force acting on the object is 0 because there is no change in velocity or acceleration.

Hence net force is 0.

However!! Technically we can't say that the net force on the object is totally 0 because you have gravitational force acting on the body which is pulling it to the ground with velocity of 9.8 m/s.
