The agreement procedures are performed by the law system in our country.

An agreement will be declared as a valid agreement when it surpasses all the laws and regulations mentioned in our law system.

And if an agreement doesn't surpass the laws and regulations then it will be considered as an illegal agreement.

That's why an unlawful agreement and an illegal agreement are the same thing.

The term unlawful agreement can be coined as an agreement where it involves unauthorisation of law, for ex., charging higher interest to consumers, buying illegal drugs, etc. These agreements are considered to be against public policies and it should not be enforced in court.  

On the other hand, illegal agreement is an offence. For example selling or manufacturing illegal drugs and dong any other illegal activities. In simple sentence, meaning of unlawful is not allowed by law, and illegal is restricted by law.
