That depends whom you are speaking with.

The countries who claim territory on the Antarctic Peninsula would say their research stations are a form of permanent settlement. They have gone so far as to have women birth children down there (as claimants). These are very political acts. Antarctica has arguably already had a shooting war in the Falklands.

No other villages or towns because there is agreement that there should be no commercial activity by Treaty. No one wants to stay down there, because it’s a harsh continent.

Answer: there is no permanent settlement in antartica because resources are not available there and no plants are available over there and the soil is completely frozen and it's very cold over there
