The value of a+b+c is 4.

There is rectangular wire frame having a thin film of soap solution.

A mass less circular loop of thin wire of radius R is placed on the surface of film, and inside portion of the film is pricked.

If surface tension of soap solution is S and Young's modulus of wire is Y then change in radius of the wire is aSRᵇ/cAY [a, b, c are the positive integers]

Now, we know,

Y = FL/Al

In the case of soap solution,

F = 2S

∴ Y = 2SL/Al

⇒ Y = 2S/A × Δl/L

And,

l = 2πR

∴ Δl/L = ΔR/R

∴ Y = 2S/A × ΔR/R

⇒ YAR/2S = ΔR

∴ The value of (a+b+c) is = 4.
