this is because of the following reasons,
- for a long time after independence the government at the central level and state level was same, making it basically subordinate to the central government..
- whenever there was a opposition party forming a government, the government at the central level sought to dismiss it using the constitution powers given to it.
- prior to the 1990s, the Indian democracy saw a system of coalition governments this created a respect for power at the state level, also the constitutional power given to the central government was also modified making it much harder to dismiss the state government creating effective decentralization towards the end of 20th century
