there was no colour change observed when when a blue Litmus Paper was dipped in a solution what is the nature of the solution

The nature of the solution is Base(alkaline) . It has OH- ions.

It is obvious that if the blue colour litmus did not change its colour and remained blue itself after dipping it in a solution then the solution has to be alkaline in nature...
