The two broad opinions were based on two non mutual policies -
1) The french introduced a new policy of failing students in the school living examinations. This was done in fear of the vietnamese qualifying for the white collar jobs and making the elites and the french losing their jobs.
2) The french said that vietnamese be taught in lower classes whereas french in higher classes. They wanted for the vietnamese to adopt the french culture.

There were two opinions, these are as follows.:
❇ The French were in great dogma that how much education should be provided to Vietnamese, so that in future after getting degrees they would not question over the unjustified policies of French.
So, they concluded that they will educate them by introducing their books ( French) and teach them by praising the French autonomy.
❇ The second was that how can they make the Vietnamese scholars their workers. By failing them in their last exams and obstruct them so that they cannot get enough education to threaten the position of colons in Vietnam.
