Let the number of upper tier of ticket be x.

Then number of ticket of lower tier will be 398 - x

According to the question ,

$3000x + 2000(398 - x) = 1096000 \\ \\ \implies 3000x + 796000 - 2000x = 1096000 \\ \\ \implies 1000x + 796000 = 1096000 \\ \\ \implies 1000x = 300000 \\ \\ \implies x = \frac{300000}{1000} \\ \\ \implies \boxed {x = 300}$

The number of tickets of upper tier is 300. Then the number of ticket in lower tier is 398 - 300 = 98 tickets (Ans)
