Page layout software allows the user to place elements (text, images, line graphics, tables etc) on a page. The primary difference from word processing software is that in the latter, everything tends to be in a single flow, so a small edit on page 2 will cause the whole document to reflow, and might really mess up page 17.
In contrast, page layout software puts all text in frames, allowing frames to be linked together, but limiting overflows to that (set of) frame(s) without affecting other elements on the page. There are also many features aimed at offset and digital print output: such as trapping, or colour management, and most work in CMYK by default.
