Answer:

.Now it is a neighborhood where people in the office go home at five or six o'clock and the stores lock up at around the same time. O. Henry wanted the encounter between Jimmy Wells and "Silky" Bob to take place in a dark, nearly deserted section of the city.

.Bob speaks to the policeman because he doesn't want his behavior to raise suspicion. Jimmy and Bob have been friends for a long time. They made a date twenty years before to meet on a certain spot on a certain date. When Bob arrives, having gone out west, he discovers that the restaurant is now a hardware store.

.Jimmy chose to stay in New York, a place where, according to Bob, one "gets in a groove." Bob thinks New York suits Jimmy, who has always been "kind of a plodder." The West, on the other hand, is a place that can "put a razor-edge" on a man, as Bob says, by which he means that he had to be very competitive.

.In the note, Jimmy explains that he could not arrest Bob himself. While he does not give a reason for this, the reader can imply that Jimmy doesn't arrest Bob, because he values their friendship. ... Jimmy sends the man in the trench coat, a plainclothes police officer, to arrest Bob instead.

.Jimmy Wells (Patrolman Wells) is a loyal and trustworthy friend. He was at "the appointed place," but couldn't bring himself to arrest his friend. "Silky" Bob, might be considered a loyal friend too because he showed up "After Twenty Years" as well. The difference is the two paths that each took over their lives.
