There are three parallel ranges in the in the Himalayan mountains, the first one is the himadri the great Himalayas the second one is Himachal the lesser Himalayas and the third one is shivaliks which are are known as outer Himalayas and formed the lowest mountain regions in the Himalayas so as per your question shivaliks form the lowest mountain ranges in the Himalayas.
