But the whole point of using the passive voice is because the agent causing the action is either unknown, unimportant, or the speaker wishes to avoid naming the agent of the action. So if we really did choose to use this sentence in a passive voice, I would suggest not using any pronoun like ‘them’ —

She was made to apologize.

IF we choose to name the people who made her apologize, it would be much more logical and expected to name them -or at least use a noun— instead of simply saying them.

She was made to apologize by her parents.

or

She was made to apologize by her teacher and principle.
