Here's the answer :-
1)The problem must be thought over (by them).
2)Many stories were told by my grandmother.
PLEASE take a look at the first answer. Here, you may or may not use by them as the sentence becomes intransitive.
But in the second sentence, without grandmother, it doesn't give a complete sense. So, it is compulsory.
