he young seagulls parents threatened and cajoled him to fly because they wanted him to become self dependent. They knew that he would never be able to do anything if didn't learn to fly.

It was so because they wanted the young seagull to overcome his fear and become independent so that he can live on his own. He can’t always depend on his parents for food and shelter, thus, to thrive on its own, it must learn to fly.
