As the bullet was fired from a running vehicle, the velocity of the vehicle will add up in the bullet.
The relative speed of the bullet
= speed of bullet + speed of police van
=[(72x1000)/3600] + 5
=20+5
=25 m/s
So, the bullet will hit the car with the speed of 25m/s

= speed of bullet + speed of police van
