Yes, I agree that things are changing for the better of women in India because:
• Various laws and acts have been passed for women empowerment, such as: the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act of 2013.
• Female Infanticide has been banned as well as the determination of the sex of the baby before birth in order to prevent the killing of the baby if it is a girl.
• Many missions and campaigns such as the "Beti Bachao, Beti Padhao" have been launched for the progress of females in the country.
• Increasing number of females are being educated and working and getting salaries just like their male counterparts.
• Discrimination on the basis of gender is also decreasing as more and more women are getting the same rights as men in the country.
There's a long way to cover in order to make India even better for women, and if this continues at this rate, India will surely become a safer country for its female citizens.

this point may also be added to the above answer that in some educated states like kerala, tamil nadu and west bengal, the progress has been quite a lot. however, in some like punjab, haryana, bihar, chattisgarh, there still exists some forms of discrimination against women.
